Can someone tell me why I didn’t have access to my booster … this level can’t be complete without for sure … :(

I think on this level boosters are probably disabled deliberately to avoid the "no more possible moves" scenario. Some of the older level designs if we have starting plus win streak boosters the level design will cause a reshuffling and failure before any move is made. On this level there are only very specific first moves as you can see on my screenshot. If all the win streak and starting boosters were added to this board the level might get broken. This level is designed to be played without boosters. It is not rated hard and so I would suggest you play the moves the game suggests and you will probably pass it after a few attempts.
Just Keep it up my dear King will provide you a booster as you continue to try.They will not made a level that cant be passed.
