How are the two top players in candy crush saga not close too what me and some of the other players have a “win streaks” and “levels won”. Is that a form of cheating or hacking the system.

For All Stars, having extra boosters from a win streak can be helpful, but is certainly not necessary. People who are good enough to win will have lots of boosters and gold bars saved so that they can use all the boosters they need from their inventory. It is certainly possible to win All Stars without ever having a long win streak.
One option for winning is to play the Star Tournament at the end of the map. There a win streak doesn't earn any boosters at all - win streaks are meaningless and don't affect play at all in the Star Tournament at the end of the map.
No, win streaks do have a meaning. The Candy Necklace means that you and your opponents get free boosters if they win consecutive levels. When you see their win streaks snapped, it's your best opportunity to attack them and maintain or take the lead.

So this guy is on a win streak of 857 and mine is…… one. So what? I'm beating him because I'm faster than him. When he scored 15,000 playing I scored 67,000 in the same time period.
Also, levels played may be low if players joined the previous rounds late. You could get through the previous rounds playing a total of 300 or 400 levels using the late entry strategy.
No, it's just players that employ a different strategy than you. No cheating.
