Is it possible to play in the Allstar event while offline? Like if I took a flight and didn't have wifi… would I still be able to add purple candies to my total when I regain wifi?

If I remember right, last year you could play offline, but if you were offline you didn't get the 30x bonus for purple candies on new levels. So while it was possible to play offline, it should have been impossible to make a run at winning that way, since the scoring would be too low. I don't know if it is working that way again this year or not.
I'm not sure why you are asking this at this time. The event is essentially over. Only the last 24 hour round remains and you certainly could not play that round on an aeroplane. Next year the All Stars rules will undoubtedly be different. King change the rules every year.
Yes you can. Though unsure on how long the local data is stored for to get uploaded to server to update.
Also whilst offline you cannot use the functionality to 'play on' when out moves or use bars to continue on those levels so bare that in mind. At least my experience.

Hi all, i haven't been getting any new levels in about 2 months. I am stuck on 20,525 with no new levels while my friend is almost at 20,800. I followed all of the tips in the FAQ. Is this normal? When can I expect new levels? Thanks.
