No. Gold bars can only be earned by completing episode race or events like top that. When you win episode race you get 30 or 40 gold bars(sometimes you get delicious dash which is 5,7,9 gold bars, in addition sometimes at the end by winning episode race by watching ads you get 1+4 gold bars).
Watching ads gives you free boosters not gold.

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
