This is my new phone in old phone level is 11k
In this mobile aslo 11k but when I open game it starts from 8k
So whenever I open the game I have to go up till 11k from 8k

I'm sorry to hear that your avatar is stuck on a level you have already cleared on your new device, and you have to scroll to your correct level. I will gladly help you out here.
I have good news for you! There is one action that should fix this problem for you right away.
All you need to do is go to the level where your profile photo is stuck and pass it again by winning at least one star.
Once it is finished, close the application and reopen it. This should then take you back to the correct level and you will no longer have to slide the map!

I would try to uninstall the game and reinstall. I am not expert by no means. That is the only thing I would no to try.
