Candy Crush is really a single player game in nature. The other players you see in the game are picked especially for you to see and compete against, out of King's database of millions of players. Players in some events like the episode race and Candy Royale are recordings, so they are not real. King give each player a "bespoke" game with the illusion that we are playing against others. In reality it is us competing against the game. There are some live leaderboard competitions such as All Stars and the Candy Cup. When you see these in your game then you are competing against others in a real time event. However there are always still thousands of separate leaderboards and each group of players only competes with others on their leaderboard. There is no chat function and I doubt there ever will be one in Candy Crush.
You cannot. King does not give us that information.
