Replay these levels until the game lets you pass. The game will eventually let you pass but sometimes it is not until you have lost 5 or 6 lives. You will need patience in the early levels in order to build up your booster and gold stores. You might even lose one episode race but it will be worth it. If the game is this difficult early on then it will get easier later on. It depends on which test group you are in. Some start off tough and then get kind in the 200s, some start off really easy and then get tough later. It's all manipulation by King to get you to waste those precious boosters and gold. Stand strong and be patient and you will pass tomorrow. If you fail one episode race, this has happened to me once as well, but then the next races will definitely be easy to win. The game wants every new player to get to the champions race and to get addicted to the game, so it won't be tough forever.
Don't waste boosters unless you really need to. You will definitely need them more for the higher levels.
