That button appears only on mobile devices! It is very helpful when we are on a discussion with lots of comments! You just click on that button, which will take you to the top of the page to make other choices!
I know that it is annoying at the beginning! (I have experienced the same on my iPad)! But slowly, you will get used to and won’t click on that button anymore😊
