It's been about a month so I've played a lot of levels and basically everything else you suggested except play an old level or two, I'll try that. I'm currently on 18271 so I'm not near the end of the map.
You do sometimes need to play a level as well to load any events. I would suggest you play one or two old levels as well the booster wheel, you can quit or fail, it doesn't matter. Also of course make sure the app is up to date. Some time CandyRoyale should reappear for you, that is unless you are near the end of the map. I think players at the end of the map just do not get this event at all.
Candy royale disappeared for me about a month ago. I recently emailed support about it and they said there was nothing they could do, to enjoy the other bs. I have a different solution. I've quit playing before for as long as a year and a half over this kind of issue, there are other things in life after all. I'll do it again. I'll log in every day, collect the daily free boosters and check for candy royale. If it's not there, moving on. No money from me. See you King and screw you customer support! They could fix it……
Candy Royale is one of many events in the game that can vary based on what test group you are in. At any time Candy Royale might go away for anyone, and then at some time later it might come back. Or not.
For me, Candy Royale went away back in January, a little before I reached the end of the map. I have stayed at the end of the map but have still not seen it again since then. I still hold out hope it might come back to my game someday.
