The number of moves a level has at the start is how King control the game. If we were allowed to carry forward an unknown number of moves to another level then King would have to make the levels more difficult to accom the extra moves.
Also if King allowed your suggestion they might lose out on some income
Saga is so called because completing one level allows you to play the next, but each level is a separate challenge and the outcome of one level isn't allowed to affect the next level.
