Gold bars and your progress on levels and events (With some exceptions like Don't Feed the troll where you can get it once on W10 app and another one on your phone) apply to all devices as they're synced from the server of the game. Boosters and Lives on the other hand are stored to your device so when you log out you will still have these. However, this isn't the case for the Windows app in where everything is synced with the Server of the game. For instance, if you get a Color bomb from your phone, it won't appear online or on W10 app but if you get a Color bomb from the browser version it will appear on W10 app but not on your phone.
This means that erasing all app data on your phone will result in boosters being permanently lost but if you erase all app data on the Windows app, you will regain the boosters by the time you log in with your account again.
Boosters and extra lives apply only to the device, while gold bars travel with your account. So there is no way to transfer your boosters to your other device, now that both are already associated with the same account.
