The number of moves on this level has been cut down to 17 from 24 it once had, which made things worse. There is no warning at the beginning of this level, naturally, as it is technically possible for more sugar coats to drop. So King themselves have created a level that can be essentially ruined by the supercharger.
On another note, in my game this level is rated as super hard, but in yours it's legendary. I've noticed that in the past couple of weeks, my levels have been rated one or two degrees lower than yours for almost every level that we both checked. I also noticed that my own episodes have a suspiciously small number of legendary levels, but some of the nightmare levels definitely feel like they are legendary. It seems like they're running some tests on me again.
I have also tested this level out @QueenB and I think it is not working right. I got a lot of luck early on and played only starting colour bomb and wrap+stripe (no lucky candy) and even without any super colour bomb or any colour bomb combo I destroyed the magic mixers too early! There is no warning about this on this level. I continued to get lots of luck and cleared the entire board up to this point:
I decided to pay the 10 gold (as I am "rich") to see what happens if I play on. There was no chance to get enough sugar coats from those dispenser. It is ill advised for anyone at this point to pay to play on, @N_R please don't!
With lots of luck and cascades I got to this point, still four left.
I think what may have happened here is that the rewrite of the algorithm has tried to introduce too much "luck" into this level without taking into account that the sugar coat order requires the magic mixers to spawn once or twice before they are destroyed. The "luck" factor probably needs to be tailed down a bit for this level, at least for the first few moves.
I have taken a closer look at this level, and I have noted that even though the starting board has lots of sugar coats covering the dragons, it's not enough to fulfill the orders. The sugar coat dispensers drop more of them, but at a very slow rate. The magic mixers also produce sugar coats. The situation shown in the screenshot above could have arisen if those mixers were destroyed fairly quickly, which could happen if playing with starting boosters plus win streak boosters, and/or the supercharger.
Rescuing the level in the position shown above would require quite a few extra moves. It's best to allow the mixers to produce some sugar coats before destroying them all.

You need four more sugar coats (the pink coating that covers the candies). The candies encased in them should drop from the dispensers at the top.
I had the exact same situation not long ago: a dragon got stuck above the exit after the fish removed the last frosting underneath it.

Thanks everyone. It was frustrating because I knew what needed to happen but no more were dropping from the cannons for me to clear, in quite a few moves. I gave up on that one and played again and got through the second try.
Or maybe they are running tests on meā¦. I have found some odd "behaviour" of some levels just today. Oh, and (sorry this is off topic) I have had the dragon glitch as well here:
@QueenB You might want to pass that on as well: I used to think players who saw the dragons just over the exit had made a move that would/should have failed the level, but that the dragon ended up showing over the exit was a coincidence after a faulty cascade. But this was definitely not the case here when I played level 9662. I had two winning options with my final move. I could have played a different move to remove the last frosting underneath the two dragons, but there was a fish match as well, so - confident that the fish would remove the blocker - I matched the fish. As you can see the fish did remove the frosting, but the game did not recognise this as a winning move. I very much suspect that had I made the other move all would have been fine. Could it be some mismatch between the function of the jelly fish and these older algorithms?

Just jumping in to echo what @MannyFae already pointed out (great spot, by the way šµļøāāļø).
What youāre missing here are the Sugar Coats, those are the pink coatings that appear on top of candies. In your level, the final 4 needed to complete the goal havenāt dropped yet because theyāre still inside the candy cannons at the top of the board:
Youāll need to make a few more moves underneath the dispensers to trigger them and release those coated candies onto the board. Once they drop, clear them and you should be all set šÆ
