Are the 20 min train rewards not working? I've completed a level yesterday and today and did not receive the 20 min game time.

Me too, I didn't get 20 min unlimited live train reward, instead of 20 min color bomb recently. I think this is a anti-addiction action. When I got this 20 min unlimited live I can play 2 hours a day, but the reward is changed, I can play 1 hour a day only.
There have been a lot of posts about this in the past few days! It may be that although the event screen still states that you get free lives this event apparently has been changed to timed boosters instead. But it may also be that some players may not notice this change as the animations look very similar.
