You must allow the magic mixers to create some rainbow twists to open those locks. The twists on the starting board are not enough. If you have already destroyed all the mixers, all you are left to do is to replay the level. Do not destroy those mixers until you have collected enough rainbow twists.

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
