I am sorry to hear you are having trouble with level 17998 and this message. Could you please Contact Support directly so that we can best further support you.
Do you play on an iOS device? I just went back to that level and you are correct - there is now a glitch. I even unchecked any boosters (sometimes they will set off at the beginning and then leave you with not enough orders). I still received that same notice as soon as the level opened.
Anyway - I will report this to the Community Managers ( @QueenB ) so they can let the studio know.
