I’m having the same issue today
Im having the same issue with this level. App was up to date but i uninstalled and reinstalled and not only did the issue persist, but I lost my 10 colour bombs and free lives that other players had sent me.
ScrScreen shots of erro message (the first message appears immediately when the level begins, then the second message once I'm forced to end the level).
Hello @tomsambo. unfortunately this issue has not yet been resolved. There should be an announcement once the glitch is fixed.

Hello @AYUSH8237892281 This level must be faulty as this message should not show at this point. Please could you tell us if your game app is up to date. Are you playing the latest update?
This may be a new glitch @MountainMom . The previous one was that there were not enough toffee on the board to open the order locks, but this never resulted in the message I see here. If this message appears at the very start of the level, as it appears here, the level is definitely faulty and needs to be reported (again! )
