I am surprised you have got this far before hitting one of these levels. They normally show up from about levels 18,000 onwards. Some levels are now created by the game that cannot be passed no matter how often players attempt them. These pay-to-pass levels are to make sure that players trying to reach the end of the map will use up all the saved gold and boosters in their accounts and then start to spend money.
