Those blocks on the bottom right are the order locks. To clear them, you need to collect the items depicted on them, and the number indicates how many items are needed.
On this level, you need to collect the pink sugar coats. They are created by the magic mixer located in the center of the board. On your screenshot, it is already destroyed, so there are no more sugar coats to be had, and the level needs to be replayed. Avoid the fish, they can destroy the mixer! Once you have collected enough sugar coats, the blocks on the bottom right will clear off.

Unable to purchase
