Unable to make purchases, lost boosters

I was unable to make purchases. First I cleared the cache and that didn't help. Signed out and back in, no luck. Then I uninstalled and reinstalled. When it opened there was an option to restore progress, which I did. Now I have no boosters, of course some of which I earned but some I paid for. How do I restore any of that?
