What do I have to do to get the licorice to drop? It gets down to the nitty gritty and they don't drop even when I have cascades or combine under the drop downs. What am I doing wrong, please

The generators (whatever the things at the top are actually called) spawn an item type every x turns. Licorice will not spawn if you have destroyed it on the previous turn. Each generator can have a unique timer even if two or more have the same items.
So it is quite likely that you might not see any licorice if it only spawns every 5 to 10 turns or something and you miss that window or destroyed a licorice on the previous turn.
Licorice is a cute fuzzball but she is also a complete …. haha.
Some players who have never spent any money on offers in the game get offered to watch ads to get up to five extra moves at the end of some failed levels (but not all).
Not all players get them and there is nothing players can do to get them. If your account has not seen any ads by level 8344 you are unlikely to get them.

I played the level twenty times and did not get lucky, even with starting boosters. This is typical for what the game has become: A "lucky" board now is a board for which you get close enough so that one purchase of extra moves is enough. True luck has been removed from many levels and no longer exists unless you replay the level until the cows come home.
I have just loaded this level and I note that the magic mixer produces licorice. Therefore I would suggest you replay the level and allow the mixer to spawn before destroying it. Players who destroy the mixer early by mistake will be able to pass by payment of gold, as eventually the dropper will give you the required liquorice, but this is too expensive and five extra moves would not be enough.
Unfortunately the lucky candy is not available on this level.
Unfortunately, you're doing nothing wrong. There are a few levels like this where the drops are really stingy and you basically just need to use gold bars or watch ads for extra moves to get through. Using a starting lucky candy booster might help too, but probably not much. It might occasionally give a lucky board here, but I would suspect your best bet is just to buy extra moves here.
