The target is whatever you want it to be. It could be to reach the next milestone level. But it could also be to accumulate a certain amount of gold bars without paying for them. Or it could be to reach a high win streak. It could be to win a live leaderboard competition. It's all up to you what you want to get out of the game and what you enjoy about it.
There are currently 20645 levels. They add 60 new levels every week, so the target is constantly moving!
