How do I recover my account I was on level 4000 but I accidentally deleted the app

Unable to purchase
Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
