Candy Crush is about budgeting gold. I can see you have gold. This should be enough for you win the next episode race to keep playing. On and on and on. That is the idea of the game now: Win gold and boosters through events and use these in the next episode to win gold and boosters in events to play the next episode etc etc. It's not much fun, but I say yes and no to your header:
No, you don't have to spend money (if you play slowly and wisely enough and never reach the last 2000 levels of the game).
Yes, you do have to spend gold. That is what it's there for.

I reach 21 twice and did get a reward. I also passed a level and it said I did. i used my 10 gold bars to extend the play and used my flying saucer
