Anyone know what the biggest record breaking score is? And are the levels never ending? If so, who's on the highest level ever?

Scores do not really feature in Candy Crush Saga.
There are over 21,000 levels in the game, but they are all pretty similar so how far you are in Candy Crush does not mean anything: It simply reflects for how long you have been playing this game.
If you started playing now and played three episodes per day (45 levels) it would take longer than a year to reach the end of the map. This means that players who reach the end of the map just spend more time playing Candy Crush, but they are not better players than those who are at level 3000 or at level 9000.
There are some leaderboard competitions, such as the Winter Cup, in which you can try to beat other players and win the top prize. Those competitions are best at finding the players who can break records. Usually you would have to pass through three or four episodes of the game in one hour to win those events.
