I’m ready to give up and delete the game all together. It really seems like the people behind the game just want my money. Making levels impossible and trying to tempt me to purchase moves and boosters. No.
Interestingly, my level still has chocolate despite the latest update.
The change in fish behavior made this level worse. Fish no longer reliably target the cakes, even though they can occasionally do that. Removing the cakes quickly would facilitate clearing the board, but it's no longer possible. I don't think replacing chocolate with frosting makes up for this. Yet, the level has only 15 moves.
To win, you would have to clear the top part of the board really quickly and then spawn lots of fish from bobbers to clear the rest. Creating two fish+wrap combos after clearing the first cake would remove the cake at the bottom as those fish combos reliably target it. However, as Christine mentioned, the level is practically impossible and requires either multiple boosters or 10 gold to pass.

Thank you for posting the screenshot. It shows that the level was changed recently to replace the chocolate with frosting and cages. (Does this mean that chocolate has been completely removed from the game now, I wonder?) It may be that in the process this level has been made even harder, aka impossible, to pass. Here is a recent video when the blockers were chocolate instead of frosting, which shows the sequence of play.
You would need to remove both cake bombs, then use striped candies to hit the fish boppers. In the video below the player uses wrap + stripe combos near the edge for this. However given there are so many layers of blockers this will never pass the level without boosters. Party poppers are good for this kind of level. You might get away with using only one. However one party popper costs more than 10 gold bars, so the best and probably only way to get past this level is to pay gold for extra moves.

Thern, there are 2 options for sharing your screenshots:
(1) Click on the "picture" icon at the bottom of your post, or (2) click on the "paperclip" icon at the bottom of your post.
Either option then allows you to add an image from your files of screenshots. The only difference is how they are displayed in your post. Option (1) displays the actual screenshot, whereas option (2) displays the file name which must be clicked to open.

Some of our community members are really good at spotting strategies for tough levels, especially when trying to pass them without boosters. Once they can see the board, they’ll be in a much better position to give tips.
