when opening the level, it does not provide the chocolates to remove in order to unlock the dragons. It also does not allow for the checkmark booster to give you what you need. How am I supposed to get passed this level? Ended my 340+ win streak

If I didn’t post here I might have never paid attention to that important detail. The first time I played the level I even gave up when I realized I couldn’t unlock the other twin dragons. But all is well now. No glitch, just simply can’t count how many dragons are left
I was bothered by the lack of complaints and eventually found the reason. Ironically, this level can catch out someone who pays attention to the board and objectives. While the rusher-crushers happily run past this level, someone who took the time to study the board lost their streak.
So this now explains why there aren't tons of complaints about this level.
I think that when I recently noticed that the hints were structured in a new strict order of priority this was part of a further simplification of the game to a allow the AI to test out each level: It went on to alter any level that does not supply the desired outcome when the hint priorities are used to play. That way the AI could spot and eliminate the more complex levels with the frog and chocolate. There is now probably no level left in Candy Crush which does not respond to the "just bash at everything" command. Artificial, maybe. Intelligent? Hardly.
Out of the four dragons present, only two are required to win. The toffees outside the order locks are enough to open two of them. If there's no jelly inside the other locks, and I'm guessing there isn't, then you can complete the level without opening them. Don't think, don't study the board. Just bash at everything!
I suspect the same. The new simplified algorithms can't cope with something that "grows". Such a feature is too complicated for this game now.
I guess the next blocker to be axed after Candy Bombs is Chocolate, based on how they redesigned the level.
None of the new levels released the last weeks had Chocolate in them.

Whoa. The AI that runs the game broke it quite a bit today. The level had two types of chocolate needed to open the order locks, but now it's replaced with frosting. It's broken, and cannot be passed (well, unless someone wants to use 25 hammers to open the locks).
