I have completed milestone 2000 and 3000 but I didn't got any milestone banner and my 1000 banner also missing

Milestone banners were discontinued and removed from the game for all players except those at level 20,000.

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
