I cannot offer a "without boosters" solution because I am pretty sure there isn't one, but if you have starting boosters and a UFO you can pass this. So watch out for the lucky chances the game gives you, especially if it tries to help you out with a timed UFO.
When you play starting boosters watch out for a chance to create a combo on your first move, such as shown in the above screenshot. Ideally you want to be able to get those bubblegums on the left to pop as quickly as possible so the horizontal striped candies can start to drop. They drop at a rate of one every other move, so these are very helpful!
Make sure you take every opportunity the game gives you to create horizontal stripes and do not waste any!
If you get nowhere with your first three moves quit and replay. You won't pass unless you start off well.
Here is what I got to and when I played a winning UFO on my last move:
As you can see in the next screenshot the game is kind here and throws the three wrapped candies all into the toffees. I did pass (I quit the game before it registered so I was able to try the level again).
I usually advise against using a UFO like that on your very last move, but on this occasion I felt lucky and it did work.
On another attempt I played the UFO earlier at this stage:
You can see on the next screenshot the game did not make it easy: The wraps went all over the place and only one of them hit the toffee.
However: the game rewarded me for playing the booster by now giving me a winning opportunity within those last five moves. So it was still a good time to play my UFO. The game sent me this lovely jelly fish plus colour bomb combo, which was enough to pass:
I did also, eventually, pass with a lucky board that did not require a UFO. It's the one shown at the top, starting off with the stripe + colour bomb combo. Here some screenshots of combos that followed:
At the point above I chose to create the horizontal striped candy bottom left as it also helped to pop the bubble gum early.
This was rewarded by a lovely fish plus wrap combo: I thought this was lucky so I was hoping this attempt might be "The One". If you do get such luck be careful and don't make any mistakes. This is the time to NOT rush your moves. Check each move if you can create a striped candy, as you can see below:
More sign of luck here: a colour bomb appears. And next to it a chance to create another horizontal stripe.
Two moves later and I get the all elusive wrap + stripe combo. I really feel at this point that this may be a "with only starting boosters" solution. After that my chances dry up and it becomes less clear to me what moves are the best. But I continue to try to create horizontal striped candies and allow them to drop from the dispenser.
I am only human, so I probably made some errors along the way and I failed to get a "with only starting boosters" solution, but I did get to this board with two moves left:
I can see here that if I match the three green candies the blues will drop to give me a final match that will leave me one toffee short, so a single lollipop would suffice to pass the level. Unfortunately I didn't notice this at the time so I cannot tell you if a lucky fish might have dropped and exploded, that might have allowed me to pass with no additional boosters. I did use a hand switch to create a different winning move:
This combo definitely helped pass the level and a lucky fish came to my rescue, a fish I didn't need because the green match is enough to pass:
I'm afraid that was the best I could do. I decided to pass the level and finish the episode at this point, which of course now means I cannot replay the level.

@QueenB I don't think this level has a "no boosters" solution. King are very clever to stop players from replaying these levels to test them out. Well, I did it anyway. One of the few joys of playing this game that I have left.
