I join this game late, is there a way to obtain pins that have appeared before?

Yes @LYLenoch I did see your previous post saying that you were asking about the Pins feature.
Once a Pin set has been offered it isn't offered again, so joining late means you won't be able to collect the Winter Wonders Award (as an example), or the Pins that went with it.
I mean pins in the game. 🙈
Hi @LYLenoch no the Awards are only offered once and if you miss the chance I don't think we get another chance.
Here is my Pins progress and I am fairly sure that it is missing at least one award because I failed to complete the Pin set.
Similarly each Pin set that you had to collect to gain the Award will not be offered again as far as I know.
Which pins appear in our games is either random or is specific to your account, so I don't see why joining late should be a problem at all @LYLenoch . I am sure that different players get to be awarded different pins in their games, because that is how the game generally works.
The game will give you the pins you need whenever you earn them through events. The last few pins are always hard to get, but if you click on the third pin sparks chest you are guaranteed to get at least one missing pin, so you should be fine.
