Someone deleted the app of may phone, when I uploaded again I thought it would be saved because I have an account but all my boosters went missing.

When you buy boosters and move your game to a new device you can contact Player Support and ask for your purchased boosters to be moved to your new device.
It is only boosters that you have obtained by playing the game that King won't replace.
I think in order to share boosters between devices they would have to be stored at King's server, which is not how the app functions. It would probably be impossible to transfer this amount of data and update it constantly from millions of accounts. Imagine how much the carbon footprint would be of all this data being shared constantly. It's not going to happen.
When we delete an app all the data connected to that app is removed from our phones. There is a warning about this I get every time I delete an app from my iPhone and it relates to all apps, not just Candy Crush. That is why the boosters did not return even though you reinstalled the app on the same phone. They weren't physically stored on the phone, but within the app on your phone. So when the app is uninstalled everything connected to it is lost.
Still is the same phone I got the boosters from, and why can't we share the boosters among the devises?
More people would be willing to buy them if them could keep them.
Deleting/uninstalling the app removes all of your boosters @shdw as they are stored on your device. Only the number of gold bars and your game progress is saved on King's servers.
Accident or not, it is highly unlikely that King will replace all of the boosters that were removed from your device. They take the opinion that it is your device, so any action on it is your responsibility. They might give you something though, just not everything.
