candy crush doesn’t give extra lives after game finished like it used too

You will get the 5 lives as a reward (subject to the limit) if your lives aren't full at the time you reached the milestone reward. Otherwise you will get a 30m lollipop hammer pass.
You can still get extra lives. For every several episodes you complete, you will get a "milestone" reward. One of the possible rewards is 5 lives.
If you're asking about the "beat this level to refill your lives" offer, I believe you can get that only once per day.
