The tournament includes 10x multiplier tokens this year. Any player behaving like this is playing a token. You should have received six tokens yourself in the first round of All Stars. They do not refresh, so if you yourself do not see any right now you might have used all of yours in an earlier round. They look like this:
Those multiplier tokens sit at the bottom of our leaderboard and we activate them by clicking on the round x10 button on the right.

Perhaps the other player is using the Multiplier Tokens. The following information was extracted by tapping the All Stars "Learn More" button near the top of this page:
Multiplier Tokens (New system)
– You receive up to 6 tokens for the whole tournament.
– Each token activates an x10 score boost for 30 minutes.
– Tokens must be activated manually and require an online connection. More info HERE
And the following can be found in the official rules for this tournament:
"4.6. Unfair Play: King strives to provide a fun and fair gaming experience for all. While King cannot undertake an obligation, promise, or duty to eliminate unfair play entirely from the Tournament, King maintains a zero-tolerance policy against unfair play and this applies (without limitation) to any unfair play or suspected unfair play done prior to the Tournament as well as during the Tournament. King may review gameplay and Tournament play in an effort to ensure fair play and will actively remove Participants from the Tournament and/or require Participants to forfeit any Prize(s) where we reasonably believe they have violated these All Stars Rules and/or the Terms of Use. King reserves the right to exclude any Participant or require the Participant to forfeit any Prize where King reasonably suspects that such Participant engaged in unfair play at any point, whether by a breach of the above Equipment rules or any other method. For fair play purposes, you understand and acknowledge we are not required to disclose the criteria used in our security or anti-cheating assessments."
