This is an old level, a relic from the time when Candy Crush was still a puzzle game. The whole point of this level is to get the two dragons (in the middle) past those licorice shells before they are destroyed.
As most levels where the task is to avoid destroying something, this level became much more troublesome with the introduction of the fish. Fish are chaotic and hit random things without knowing you need to avoid hitting them, often ruining the level by destroying licorice shells prematurely.
To pass this level, try hitting the two bubblegum pieces underneath the dragons with vertical stripes from below. When the stripes from the dispensers at the top start dropping, use them too to hit the bubblegum.
Focus on the two dragons in the middle only, the other two won't get stuck and are mostly irrelevant.
Don't make fish, avoid setting them off if you can, and avoid fish combos like the plague. Once the bubblegum underneath the two dragons is destroyed, carefully clear the bottom right corner to allow them to go through the portals and past the licorice shells.
If you are very careful and very lucky, you can get both dragons to the bottom part of the board. In the position shown below, one of those dragons already dropped off the board; the other one will get past the licorice shell when I match a color bomb with a green candy.
It took me 35-40 attempts to win, and I only succeeded in getting those dragons to the bottom of the board in four of them. Although the level can still be passed, it's definitely problematic. I guess most players were getting past this level until recently by using the hand switch booster to move the dragons. Unfortunately, the only way to get this booster now is to buy it with gold.
I'm unsure if it's worth the trouble to report this level to King's Player Support, to be honest. They delete frog levels, but are not eager to fix levels that actually need to be fixed. If you decide to give it a shot, use this link:

Unfortunately, my game is completed frozen and I can't get past the first screen to show you. So I instead screenshotted a youtube video of someone that shows it. If they those two fall on the right side AFTER the licorice is gone, you can't fix it.
