Change of difficulties

Hello, why does the difficulty of the levels in a game change from the beginning? I had 3 Legendary levels, and 2 hours later I find myself with 6 Legendary levels instead of 3?

I agree 💯! And, if they think adding legendary levels at the end of every single level is okay, they are wrong! Those levels are hard enough, so why do they feel that the players like to play those hard levels. PERIOD!!!
