I am stuck on level 2463..… no boosters unfortunately :( can anyone help me or offer suggestions? Please and thank you!

Level 2463 is legendary. This generally means you have to play strong boosters or pay 10 gold bars for extra moves to pass.
A free UFO can be gained from events such as season pass, the game also gives players a timed free UFO sometimes to help you. If you do get a UFO this is when to play it: 3-5 moves from the end. Only when you see a lucky board to start with. My first attempt the keys were the wrong colour, so this is unlucky:
If you see this: quit by pressing the cogwheel at the bottom left. You will not pass on this attempt. The keys need to be removed asap. So the next screenshot was my next attempt (3rd attempt in total):
As you can see the blue key can be removed with my first move, which also creates a wrapped candy: This is a lucky opening. The first three moves decides if you get a chance to pass. So this time I try to play the level:
Move two allows me to remove the orange key as well. So this is the best opening you can hope for.
From now on: Make any match that allows you create a special candy by matching four. As you can see on the top two rows, for my third move I can create a striped candy by matching four blue.
Luck has now dried up. This is normal as the game has three parts: the opening, the middle and the last few moves. All three have to be lucky if you want to pass without boosters. It may take hundreds of attempts to get such luck on some levels, so I am not waiting for this. I look out for any chance to create a match-4 and then a combo. In the meantime I make matches low down on the board. Here a key chance I got while using this strategy: By matching the five green candies next to the two fishes I create a wrapped candy:
And get two wrap + stripe combos as a result:
A wrap + stripe combo is usually a good sign, so I always go for it. Sometimes it's best to try move it lower on the board. On this occasion, if I hit the orange stripe in row three with a lollipop I would get the red+green combo a row lower and this probably would have been enough to pass. However I do not try this out, I just played the combo where it was. Which also was a good result.
If you get this close you need to be careful. There is probably a winning move but it's so well hidden most of us won't see it. I decide to play on and eventually accept that I will need to play a UFO. I play it with 3 moves remaining:
Now there is a chance to pass with the last three moves. But you need to be careful not to waste them. The orange and red match on the bottom row will get one jelly and create a fish at the same time, and that is probably what I should do here. I'm making the other match 4 with the greens on the right, and that's still good enough:
At this point I decide to match the three orange in the right most column as this will set off the green fish. The result is that I will pass with the orange match at the bottom:
There may be a "no boosters" solution to this level if you both get a lucky board and make all the right matches. However for most of us this rule applies: Wait for a lucky opening board, then make the best available matches you see, then play the right booster at the right time. Often this is a UFO four moves from the end. Then look for the clues to finish off the level. At this level range a single UFO is often enough. Don't waste them on the wrong board or by playing them at the wrong time. The alternative is to buy extra moves when the game offers you enough of them to pass. This often happens on your first attempt when you have win streak boosters.
Legendary levels are best played by trying to pass on your first attempt when you have win streak boosters to help you. If you fail you will have to replay them repeatedly and then pay 10 gold to pass, or use a UFO like I did. So never allow yourself to run out of gold.
If you do run out of gold and boosters you are in trouble. In that case it's best to put the app aside for a week or two, and the game will then give you some help when you come back to it.
