Gold bars

I'm not understanding why I have to PAY for bars, when it says I have 30/30? It says I'm full, so why does a window pop up when I try to use them to hopefully finish a level, that I have to BUY the bars to do so?

The Piggy Bank does not give you free gold bars, it gives you gold bars at a discounted price. You still need to pay.
