Why level 5563 need to make harder again?

Question

Do you think 28 moves can collect 25 waffles? (Actually, only have 8 moves can collect, 20 moves eat chocolates)

Just like as 32 moves collect 40/99 waffles. (Old version)

Although I have already passed, I still surprised why the level need to make impossible again?
