Extra spins wheel and using gold

Why cant I use the wheel for extra spins when out of moves or use gold to buy anything. It just sits there spinning

Sometimes you get the 2nd bike for extra trains. And if you are lucky, you turn more trains, you get the wheel again and can turn. It may be that you can turn 3 times. Whenever you come on extra trains. You were unlucky with a booster.
