Hi @Jennifer5 !
The pre-game Booster you choose in the start of the level, however, some tricky levels do not have them and therefore won't show up.
As soon as you come to a level where pre-game Boosters are available, they will show up on the level's start page.

Hey there.
You can save yourself some dough by opening up your game map & clicking on either of the two things on the right side thereof (dartboard & trophy), earn some boosters daily (perhaps a color bomb, but forget about the piñata)...
