In conclusion,

If the chest only left 1 layer and it encases by the crystal, that layer of sugar chest cannot unlock by sugar key.

So I think that it is a glitch

You can see three-layered chest and two-layered chest also can unlock but one-layered chest cannot unlock.

I don't know it is a glitch or game studio have made a change.
