It was like that for me, too...that's why I kept thinking that it was a bug/glitch of some sort. When I saw the list of supported devices at the link provided above, I went out and bought a new iPad. So far, I've gotten in without any problems.
I checked the prices of new iPads and it doesn't seem to be worth buying a new iPad only to run Candy Crush when everything else works fine on the old iPad.
I have the same problem too. I rebooted my iPad to factory settings and uploaded Candy Crush and Acorn TV. Those are the only two apps on my iPad. And I even muted Candy Crush.
