Moving Three Star Targets

i just finished getting what I thought was three stars on Level 3571.  The game triggered the 3rd star at 200,000 points.  Then when the board went to show the stars, I only had two.  Now I don’t know if I need 210,000 or 225,000 to “again” achieve three stars.  I saw this happen a couple of times on the previous 20 boards, but I thought I was seeing things.  I get that you need to make the star achievement more difficult because I got three on 21 of the 30 new boards, but shifting targets seems shifty.

It would be good if the next update fixed the star meter on each level.  It should not go to three stars unless you have truly reached that threshold.  It makes it really hard to know what the end goal is.  Also, the false sense of accomplishment is a killer.
