Bubblegum Hill has been reported for Problems recently by Players. Thus, it is being tested for Improvement.
Some Players might get it as event and mostly it is not available for some weeks due to testing reasons.
You can get information about if it will be available for the Week or not here-

Are we ever getting it back? If not, deleting app on my phone, only play when that's going on. They took away our daily challenges to get prizes, it was the only way to get anything.

They could have built an entirely new game with the amount of time they are taking supposedly "testing" this mini game.
It is an absolute insult to anyone's intelligence.
The main game has many bugs that regularly gets fixed behind the scenes and yet the game never stops, we just hear about it casually in new updates... funny that BGH is a major operation that no one can solve and requires more testing than a nuclear site!
If you want to remove BGH because it's affecting your bottom line then just be honest, I am sure most people here will respect that a lot more than being treated like fools for all this time.
