LEVEL DEFINITIONS

WHO decides the level of difficulty? I find their definitions ludicrous at times.

Hello @lizdub and welcome to Soda community!

The Game Studio (developers) of course 🙂. The level of difficulty is always being monitored and it's decided after they see how million (s) of players perform on a specific level. They see if many players fail a specific level few/many times, with/without boosters or pass the level easily. If the game studio deems the level too difficult/easy than it was intended then the level will be tweaked which probably means the number of moves and/or level label will change🙂

This is the reason why youtube tutorials don't always match updated levels
