Where are the soda bottles??

How can I win a game when there aren't enough bottles coming up to pop to win??? I had 15 moves left, needed 2 more bottles to move on, but in using all 15 moves there were NO bottles coming up, I lost the game. That is not fair for the game to deliberately withhold bottles so you lose!
