Most features are unlcoked by level 50 I believe.
If treasure hunt doesn't appear then it's possible the feature is currently not available.
Soda Studio distributes features to different groups of players (game accounts) so not all players have the same features as other players. Treasure hunt may become active in the future when events rotate among players or maybe this means another feature is available instead. More infos here
