Where is Mr. Toffee's Fair?

I'm on my second Fair. Same thing happened twice:
* First day of Fair I tick two boxes, then I am told that's the max for 24 hours.
* 24 hours later, still telling me I'm maxed out.
* 24 hours later, finally lets me selected another box
* Immediately after that, Mr. Toffee's Fair is gone. There is no icon. No notification when I complete a task. I do get a notification that someone on my team ticked a box, but I cannot see it, and I don't know the result - prize or no prize?
* When two weeks have passed, the Fair shows up again.
* Rinse * Lather * Repeat
I'm also involved in a race and when I log in it asks if I wish to continue the race, I say yes, and there is no race. No opponents, no standings.
