Level can never be won if bears get stuck in side alcoves, they never move up no matter how many bottles are popped.
It's not a bug, it's part of the game where you have to be careful not to make a move with the bears that will make them go to the right or the left. Otherwise they'll get stuck under those and not move up. The game starts out with the bears on course, just be aware, when making a move that is not going to move the bears to the sides.
