2 different boards on Candy Crush Soda level 655,between mobile and pc is this meant to be?

What's different exactly? It can and has happened before as level are made for PC platform first and then they work to convert and optimise them for mobile platform.

Not only is the board MUCH harder, with about 6 times as many squares that require multiple hits to open up, but there are only 30 moves, not 40. I don't think it's remotely possible to solve this level with only 30 moves, even if you were able to magically dissolve all the blocked squares. And it's he same on my PC and my mobile.
