Just started not opening. Deleted but it only goes to Cloud and therefore still doesn't open when reinstalled.

Can you see it to install in itunes? Does it have a little cloud sign to show you have purchased it? When you click on that, does it not start installing?
Can you see how much storage you have left please. Settings>General>iphone storage
